Christmas is approaching in Rosengard and the scent of saffron buns spreads through the neighborhood. So does a new directive from the Feline Syndicate saying that all cats must cat-register themselves. They need to report their names and addresses so the Syndicate can identify those who are homeless.

Samira Karlsson and Elsa of Purrendelle soon realize that many cats, both big and small, are terrified of the registration, as no one knows for sure what will happen to them afterward. When they encounter a hiding cat who is soon expecting kittens, they begin to question the Feline Syndicate’s intentions. For the first time, Samira Karlsson doubts that the cat spies are always doing the right thing.
